Covered California Open Enrollment 2027: What Californians Should Review Before Choosing Coverage

Open Enrollment for 2027 coverage is approaching. Whether you’re renewing your current plan or enrolling for the first time, this is the year to review your options carefully.


Covered California Open Enrollment is the annual period when eligible Californians can enroll in, renew, or change health insurance coverage through the state marketplace.


For 2027 coverage, current Covered California members can begin reviewing renewal options starting October 1, 2026. General Open Enrollment begins November 1, 2026 and runs through January 31, 2027. To have coverage begin January 1, 2027, enrollment generally needs to be completed by December 31, 2026.


That makes early October a useful time to start reviewing what may be different for 2027.

Because this year, there are several changes worth understanding before simply renewing the same plan.


1. Know the 2027 Open Enrollment Timeline

The first thing to understand is that renewal and general Open Enrollment do not begin on exactly the same date.

If you are already enrolled through Covered California, renewal opens in October. Covered California says current members can begin renewing or switching plans starting October 1.


For people enrolling through Covered California more generally, Open Enrollment runs:

November 1, 2026 – January 31, 2027.

There is also an important coverage-start deadline:

  • Enroll by December 31, 2026 for coverage beginning January 1, 2027.

  • If you enroll during January, coverage generally begins February 1.

Knowing these dates early gives you more time to compare plans and avoid making decisions under deadline pressure.


2. Review Your Premium — But Don’t Stop There

Covered California announced a preliminary weighted average rate increase of 9.9% for 2027. That does not mean every person’s premium will increase by exactly 9.9%; actual changes will vary by plan, region, age, household, income, and available financial help.

This is why reviewing only your current monthly premium is not enough.


You should also compare:

  • Deductibles

  • Copayments

  • Coinsurance

  • Out-of-pocket maximums

  • Provider networks

  • Prescription drug coverage

  • Overall benefits

  • Whether you still qualify for financial help


Sometimes a plan with a lower premium may come with higher out-of-pocket costs elsewhere.

The better question is not simply: “Which plan is cheapest each month?”

It is: “Which plan fits my expected healthcare needs and budget for 2027?”


3. Update Your Household and Income Information

Covered California uses household and income information to determine eligibility and possible financial assistance.


During renewal, Covered California specifically recommends reviewing information such as:

  • Address

  • Phone number

  • Email

  • Household members

  • Dependents

  • Estimated yearly income

  • Tax information

This matters because changes in your household or income may affect how much financial help you qualify for.

And for 2027, income accuracy is especially important.


Covered California states that beginning with the 2026 tax year, filed in 2027, people who receive more financial help than they ultimately qualify for may be required to repay the full excess amount; previous income-based repayment caps will no longer apply.

That makes it even more important to keep your income estimate as accurate and current as possible.


4. Understand Changes to Financial Help

Financial assistance remains available through Covered California, but eligibility rules are changing for some people.


Covered California says that starting in 2027, only certain lawfully present immigrant groups — including lawful permanent residents, commonly known as green card holders — will remain eligible for financial help under new federal rules. Some other lawfully present immigrants may lose eligibility for premium assistance.


Because immigration categories and eligibility can be complex, people who may be affected should review their specific situation rather than assume that 2026 assistance will automatically continue unchanged into 2027.

Mixed-status families may also have different eligibility outcomes for different household members.

This is one area where individual guidance may be especially helpful.


5. Don’t Assume Your Current Plan Will Still Be the Best Fit

Renewing an existing plan may still make sense.

But renewal should be a decision — not an automatic habit.

Covered California itself recommends comparing options because plans, prices and individual circumstances can change from year to year.


Before renewing, consider:

  • Are your doctors still in-network?

  • Are your preferred hospitals still included?

  • Are your prescriptions covered?

  • Have your healthcare needs changed?

  • Has your income changed?

  • Has your household changed?

  • Has your current plan changed?

  • Are there new plans available in your area?


Covered California also announced that one new carrier will enter the marketplace for 2027, meaning some consumers may have new options depending on where they live.


At the same time, plan availability is changing in some regions. Covered California says Molina Healthcare will not offer plans in northeast Los Angeles County or Orange County in 2027, so affected members will need to review available alternatives.


What Should You Prepare Before Reviewing Your Options?

A little preparation can make your review much easier.

Before comparing plans, gather:

  • Your current Covered California plan information

  • Estimated 2027 household income

  • Household and dependent information

  • A list of doctors and specialists you want to keep

  • Preferred hospitals or clinics

  • Current prescription medications

  • Any major changes in your healthcare needs

  • Your expected healthcare usage for the coming year

Having this information ready makes it easier to compare plans based on your real needs instead of just the headline premium.


Should You Automatically Renew Your Current Covered California Plan?

Not necessarily.

But that does not mean you should automatically switch either.

You may review your current plan, compare the available alternatives, and decide that staying where you are is still the right decision.

The point is to make that choice with updated information.

A good annual review asks:


What has changed in the plan?What has changed in my life?What has changed in cost or financial assistance?What options are available now?

That is a much stronger basis for deciding than simply carrying last year’s plan into 2027 without checking.


Covered California Open Enrollment 2027 Checklist

Before you enroll or renew, ask:

☐ Have I reviewed my current plan for 2027 changes?

☐ Is my household information up to date?

☐ Is my income estimate accurate?

☐ Do I understand whether my financial help may change?

☐ Have I checked my doctors and hospitals?

☐ Have I reviewed prescription drug coverage?

☐ Have I compared more than just the monthly premium?

☐ Have I looked at other plans available in my area?

☐ Do I understand the enrollment deadline for the coverage start date I want?

If several of these questions are still unanswered, now is a good time to review them.


Covered California Open Enrollment Dates for 2027 Coverage

October 1, 2026: Current Covered California members can begin reviewing renewal options and switching plans.

November 1, 2026: General Covered California Open Enrollment begins.

December 31, 2026: Enroll by this date for coverage beginning January 1, 2027.

January 31, 2027: Covered California Open Enrollment ends.


Outside Open Enrollment, some Californians may still qualify for a Special Enrollment Period after certain major life events, such as losing health coverage, getting married, having a baby, moving, or experiencing a change in immigration status.
